CSE 2025 GUIDELINES – BIOMASS OR GAS HEATING SYSTEMS

1. PURPOSE

The CSE 2025 Notice funds energy efficiency measures in municipal public buildings, including the replacement of existing boilers with new biomass boilers or high-efficiency heating systems, purchased and installed via MePA – RdO Evoluta. (An online platform where Public Administrations purchase goods and services from qualified suppliers.) (Used for purchases above €5,000 with multiple evaluation criteria, e.g. best price).


2. ELIGIBLE RECIPIENTS

Only Italian Municipalities owning the building subject to the intervention (no concessions or rental agreements). The building must:

  • Be for public, non-residential use (i.e., used for municipal functions or community services such as schools, gyms, town halls, not as housing).
  • Not be primarily intended for economic use (i.e., not mainly used for commercial or productive activity, but for institutional purposes; at most 20% of the volume can be allocated to economic activities).
  • Be compliant with agibilità and located in Italy (i.e., must have a certificate of occupancy and be physically located within Italian territory).

3. ELIGIBLE MEASURES

Replacement of old boilers with new biomass boilers or condensing gas boilers
✅ Possible installation of PV system for self-consumption (max 80% of total expenditure)
❌ Not eligible: maintenance, upgrades of existing plants, off-grid systems, financial support activities


4. MINIMUM TECHNICAL REQUIREMENTS FOR BIOMASS BOILERS

  • Mandatory replacement of obsolete oil/gas boilers or inefficient biomass boilers
  • Energy efficiency class ≥ 87%
  • Compliance with Legislative Decree 199/2021 and installation in areas not subject to EU PM10 infringement
  • Thermal power: must be specified in kW in the RdO
  • Installation by 16 January 2026

5. PARTICIPATION PROCEDURE

By the MUNICIPALITY:

  1. Check validity of “ex ante” APE with improvement recommendations
  2. Create RdO Evoluta on MePA, selecting:
    • CPV: 42161000-5 / 44621200-1 / 44621220-7
    • Model: CSE2025 – Fuel Generators, code 3148450
    • Form: Code 25081 – Biomass Boilers
  3. Invite at least 5 economic operators
  4. Conduct site inspection and collect offers
  5. Submit grant application on Invitalia platform
  6. Finalize contract and payments within deadlines

By the SUPPLIER:

  1. Provide:
    • Boiler including installation, disposal of old boiler, commissioning and start-up
    • Compliant technical datasheet (power, efficiency ≥ 87%, fuel type, protections)
  2. Attend mandatory site visit
  3. Upload offer on MePA net of maintenance costs (not eligible)
  4. Issue release receipt within 5 days of payment

6. FINANCIAL ASPECTS

  • 100% non-repayable grant
  • Minimum grant: €40,000, maximum €250,000
  • VAT eligible
  • Post-sale maintenance costs are not eligible

7. KEY DEADLINES

  • RdO and application: by summer 2025
  • Contract: within 60 days of grant award
  • Delivery and installation: by 16 January 2026
  • Payment and reporting: by 30 January 2026

8. STRATEGIC NOTES

  • Biomass boilers are strongly favored for replacing old systems in non-critical air quality areas
  • Offering modular solutions (containerized, automated) can facilitate access to funding
  • Provide ready documentation (technical datasheets, layouts, APE reports, environmental declarations)
