OPERATIONAL CHECKLIST – CSE 2025 NOTICE

PHASE 1 – Eligibility Check

  • Is the building owned by the Municipality?

  • Is it fit for use (agibilità), non‑residential, and not primarily used for economic/commercial activity?

  • Does the project go beyond renewables only and focus on energy efficiency?

  • Is a pre‑intervention Energy Performance Certificate (APE “ex ante”) available or being procured?


PHASE 2 – Energy Performance Certificate (APE)

  • Has the APE “ex ante” been purchased via MePA?

  • Does the APE include the “Recommendations” section with an estimate of savings?

  • Does the APE cost comply with the limits (max €1/m², up to €2,500)?


PHASE 3 – Selection of Measures and Products

  • Do the measures concern products listed in the POC ENERGIA/CSE 2025 Table?

  • Are PV systems grid‑connected and sized for self‑consumption ≥ 80%?

  • Is the project cost between €40,000 and €221,000 (VAT excluded)?


PHASE 4 – Purchase via MePA

  • Use only “RdO Evoluta” (NO ODA, NO Direct Negotiation).

  • Select the correct CPV and Consip negotiation model.

  • Request and enter the CIG (ANAC form P7.2).

  • Invite at least:

    • 1 supplier if < €140,000

    • 5 suppliers if ≥ €140,000

  • Carry out the mandatory site visit and record minutes (within 20 days from the RdO).


PHASE 5 – Grant Application

  • Submit one application per building or property complex.

  • Include:

    • CUP

    • APE “ex ante”

    • CIG code

    • All required documentation


PHASE 6 – After Award

  • Sign the contract with the supplier within 60 days from the grant award.

  • Install and commission the systems by 16 January 2026.

  • Pay the supplier within 30 days from the invoice.


PHASE 7 – Disbursement and Reporting

  • Submit the credit request and expense reporting within 60 days from payment.

  • Attach:

    • Invoices and proof of payments

    • Minutes and commissioning reports

    • Proof of building agibilità (certificate of occupancy)

    • Site‑visit report

    • Ranking/offers (even in case of a single offer)
